Project:
Study on the use of marginal lifesaving costs within cost-benefit analysis

Period:
2016

Partner:
Kellerhals Carrard

Link to the study

When evaluating safety measures with cost-benefit analysis, authorities often need to define the maximal marginal lifesaving costs. While this practice is wide spread, there is currently no common approach within the Swiss Federal administration for choosing an appropriate marginal cost level.
This study researched how marginal cost for a saved life are used within several branches of the Swiss government (Federal Office of Transport FOT, Federal Office for the Environment FOEN, Federal roads office FEDRO and Federal Office for Civil Protection FOCP). The study further evaluates technical, economical and juridical implications of differences in marginal costs and recommendations future adaptions are made.

Project:
RiBaDe – Risk based Decisions

Period:
2011 – 2012

The goal of this project is to improve the basis for decisions in public administration and policy based on science and commercial experience.
Existing decision-making processes within the public administration were analyzed and presented. Interfaces of various decision-makers and decision-making levels within the administrative body were identified. So in the future decision-makers can be pro-active and fulfill the public charter of preventive measures to reduce risk exposure to the public. Risk information will be included in budget planning to efficiently meet legislative goals.
